Transmission broke after recent upgrade

Here is my config. I'm actually using admin/admin as the l/p:
clean_transmission:
host: 192.168.4.95
port: 9091
username: admin
password: admin
min_ratio: 1
transmission_seed_limits: Yes
enabled: Yes

I've tried running:
apt-get update
apt-get upgrade
pip install flexget --upgrade
pip install pip --upgrade
pip install transmissionrpc --upgrade
telnet 192.168.4.95 9091

I can successfully make the connection to transmission using the telnet command.
Anyone have any ideas?
