Create plugin

My locations for existing plugins seem to be located in.

/home/*user*/flexget/lib/python2.7/site-packages/flexget/plugins/*type*/plugin_name.py
and
/usr/local/lib/python2.7/dist-packages/flexget/*type*/plugins/plugin_name.py

If I put my plugin in these folders I still get a "The key plugin_name is not valid here. Only known plugin names are valid keys."

Running V2.6.2 on linux.

What am I missing?
